MOVING THE GHANA ARMED FORCES COMMAND AND STAFF COLLEGE TO AN INTEGRATED REGIONAL CENTRE OF EXCELLENCE: CHALLENGES AND PROSPECTS by Atsain Henri Medard Okou
The problematic of providing the continent with a single Defence and Security Doctrine moved a step forward with the new African Union “Solemn Declaration on a Common African Defence and Security Doctrine.” However, for various reasons, the concept failed to be applied. The Ghana Armed Forces Command and Staff College (GAFCSC), as a Centre of Excellence and a renowned Command and Staff College, has the desired profile to serve as a regional platform, with the responsibility to train future military decision makers within a well harmonized and integrated framework. Adjustments and improvements will therefore be requested in the area of Training and supply, in order to properly shift the College up to the expected standard. This study takes a critical look at the strategic importance of GAFCSC within the current African Peace and Security Architecture and proffers that the College needs to take critical steps to make it perform its functions effectively. Principal among these steps will be the need to consider the multinational nature of its patrons in crafting courses, the needed logistics, and offering the appropriate hospitality support for the courses that officers will undertake in the country.
