Maj Gen Essien, in his address, gave a brief history of the college and some of its courses. He also stated the purpose of his visit, which was to formally invite the chairman and members of the Council of State to attend the College's maiden Republican Day Public Lecture, scheduled for Monday, 1 July 2024.

He mentioned that the public lecture, themed "Reflections on democratic control over the military and the way forward for sustainability," would feature Mr. Francis Poku Esq, former Minister for National Security, as the guest speaker, along with Ambassador Josephine Nkrumah and Prof Kwasi Aning as reviewers.

The Commandant emphasized that the public lecture would strengthen the relationship between the military and civilians and promised to work towards making the lecture an annual event, with the possibility of rotating it to other regions at military barracks to involve personnel and civilians.

Nana Otuo Siriboe II, in his remarks, expressed gratitude to the Commandant and his entourage for the visit and assured them that the meeting would be an interactive session on issues such as misinformation and indiscipline, that affect the country.

Nana Siriboe II suggested that the Commandant consider moving the lecture day to a date that would be celebrated and remembered by military personnel who fought in World War II, emphasizing the 'Poppy Day'.

He further suggested that the Lecture Day be instituted to immortalize the first Ghanaian Chief of the Defense Staff, Major General Stephen J A Otu. He also urged the Commandant to consider collaborations and to organize the lecture day periodically and rotate it to other regions at military barracks to involve personnel and civilians.
