RUSSIAN MILITARY AIR AND NAVY ATTACHES PAYS COURTESY CALL ON GAFCSC COMMANDANT
The Military Air and Navy Attache from the Embassy of the Russian Federation, Captain (Navy) Victor Dalgerov, accompanied by his Deputy Major (Maj) Evgeny Boyarkin, paid a courtesy call on the Commandant of the Ghana Armed Forces Command and Staff College (GAFCSC), Major General Jackson Wonje, on Thursday, 12 March, 2026, at Otu Barracks in Teshie.
The visit was aimed at familiarizing themselves with the academic calendar of the College to enable them showcase some educational documentaries and explore ways to strengthening the cooperation between both Armed forces.
In his remarks, the Military Air and Navy Attaché, Captain (Navy) Victor Dolgerov, stated that it was part of Russia’s mission to support African countries and provide technical assistance to their militaries. He emphasized the importance of ensuring that cadets and officers remain abreast of how other countries operate, particularly in terms of their foreign policies.
He therefore appealed to the Commandant to grant him the opportunity to deliver a lecture to students on Russia’s foreign policy. He also requested that a scheduled day be set aside for them to showcase historical movies and documentaries on the Great Patriotic War, the war in Syria, among others, for educational purposes.
In his welcome address, the Commandant of the Ghana Armed Forces Command and Staff College (GAFCSC), Major General Jackson Wonje, expressed his eagerness to maintain the bilateral relationship established between the two countries by his predecessor. He stated that the doors of the College remain open for continuous cooperation and collaboration.

Major General Wonje stated that the College has a course module on Foreign Policy which is very crucial to the training of officers. As part of this module, the College invites various embassies to deliver lectures on their respective countries’ foreign policies. He further emphasized the effects of terrorism on some African countries and indicated the recent impact of such threats on Ghana. He explained that as a military institution, committed to shaping security strategies and addressing emerging threats such as extremism, African countries require assistance and support in combating violent extremism in the Sahel region.


As a symbolic gesture to mark the visit, the Maj Gen J Wonje and Capt (Navy) V Dolgerov exchanged plaques and souvenirs. The visit was concluded with a group photograph.
